Saw on news other day bike rider rode into New Jersey to place bet on phone. Are these books just like having accounts offshore meaning whether there open during business hours or midnight you can place wagers from your phone app?

Yes phone App is 24/7 as long as your in geographic location within the boundaries of NJ.
They're very accurate as I sometimes cross the river Into Philly and the App doesnt work there
